Layer VIII — Governance

Shared Decision Power

Power must be accountable.

Governance exists to protect sovereignty, not to create rulers.

No kings.

No distortions.

Only stewardship.

Governance Requires

• multi-signature systems

• family governance

• local sovereignty

• proposal structures

• consensus law

• conflict-of-interest barriers

• corruption removal mechanisms

RAI and Leadership

RAI may define eligibility for responsibility, but never automatic authority.

No individual may rule by score alone.

Communities must still vote.

RAI is domain-specific. Production RAI, Education RAI, Audit RAI and Governance RAI must remain separate.

No single RAI score may grant control across all domains.

Conflict of Interest

Any actor receiving economic benefit from a decision must disclose that conflict.

Economic influence must never silently control governance.

Hidden lobbying is treated as fraud against the system.

Actors with direct financial interest may be excluded from voting on that specific decision.

Adamantis Implementation

Governance connects to proposals, voting, RAI eligibility, multi-signature treasury actions, audit trails, constitutional law and corruption removal procedures.

The goal is not domination.

The goal is accountable stewardship.
